OK, "excuse" is perhaps a little strong and a bit unfair to highways officers who are, after all, only doing the job we pay them to do. There is a justification of sorts in the fact that there have been some shunts at the top of the hill - though, as far as I can tell so far, only one involving the main road.

I'll state the justification in the update section of the main window. You can judge for yourself whether you think the proposed cure is worse than the disease.

It remains a fact that County Highways is becoming perceived as all too ready to jump at any chance to close or obstruct minor local roads on the slightest of excuses and that we are losing far too much road capacity in an already over-congested county.
